I don't that's a fallacious argument if the person is making a biological argument; I just think it's false. A potential X must be an actual Y. So what is the potential human before she becomes human? Obviously not a monkey.

If the person is making a philosophical argument that the unborn may be biologically human but only a "potential person," than the argument isn't complete. WHY is she not valuable yet? When does she become valuable? The pro-choice person is in danger of circular reasoning here depending on how she answers that question.

What about the argument that a fetus is only a potential child and not an actual child? Is there a fallacy there? I guess you would have to pin them down about when that potential comes to fruition, but that seems rather arbitrary.
